Fortera, a leading low-carbon cement manufacturer, has signed a multi-year deal with Meta to supply environmental attribute certificates (EACs) associated with approximately 200,000 tons of Fortera low-carbon cement.
The agreement sends a strong corporate demand signal for low carbon cement, and provides long-term revenue visibility to enable Fortera to secure financing for new production facilities. Companies purchase EACs to drive demand for lower carbon materials, address emissions in their supply chains, and help scale and finance early-stage manufacturing. Under the multi-year deal, Meta also maintains the option to utilize the cement for its own building projects, as well as to expand the volume and duration of the partnership in subsequent years.
“This agreement marks an important first step in Fortera and Meta’s relationship, and we’re excited by Meta’s efforts to advance plants in our pipeline so we can produce low-carbon cement in more markets where they are building,” said Ryan Gilliam, CEO of Fortera. “Agreements of this scale and duration are what unlock financing and move projects from plans to production. They also show the market that low-carbon cement is a product that buyers are serious about and planning around for years to come.”
The agreement will support the development of the Fortera Cement Plant in Ste. Genevieve, Missouri. ReAct Cement is produced using captured CO₂ and with 70% fewer emissions when compared to the production of ordinary Portland Cement. The product has been extensively third-party tested and conforms to ASTM standards for use in concrete. Strategically located in the Central Midwest along the Mississippi River, the site provides access to established transportation networks for cost-effective distribution across the U.S. and international markets. The project will strengthen domestic cement manufacturing capacity and help reduce reliance on imports, which account for 21% of U.S. cement consumption, according to the 2025 U.S. Geological Survey. The development is also expected to create local construction jobs and long-term plant positions, contributing to economic growth and employment opportunities in the surrounding community.
“A multi-year commitment is what gets a cement plant financed,” said Devon Lake, Head of Net Zero Strategy, Meta. “Our agreement helps Fortera move the Ste. Genevieve plant from plan to production, which means construction jobs and long-term manufacturing jobs in Missouri, and low-carbon cement available to builders well beyond Meta.”
For Meta, the agreement connects its demand for low carbon cement with the development of domestic supply in markets where it is building. More importantly, it shows how long-term purchasing can help accelerate the integration of low carbon materials into the construction supply chain.
“Using waste CO₂ as a primary feedstock turns cement decarbonization into a new economic engine for the United States,” said Gilliam. “We’re bringing a new technology to enable communities with economies built around cement and lime production to remain strong as the industry decarbonizes.”
